The Garima initiative, established in 2020 by the Housing and Urban Development Department of the Odisha government in India, seeks to promote the economic security and social respect of core sanitation workers within the state.
Overview and Scope of the GARIMA Scheme
Sanitation workers play a crucial role in maintaining the cleanliness of our cities and towns, often sacrificing their health, dignity, safety, and living conditions in the process. Originating from marginalized communities, they frequently face challenges such as inadequate education, limited employment opportunities, and discrimination. In a pioneering initiative, the Housing and Urban Development Department of Odisha has introduced a program named ‘GARIMA’ aimed at enhancing the safety and dignity of sanitation workers who handle faecal matter.
This initiative is implemented across all Urban Local Bodies (ULBs) in the state. Sanitation workers are identified and registered through a comprehensive state-wide survey conducted under this scheme. Subsequently, they are equipped with essential machinery and suitable personal protective equipment to ensure safe working environments for themselves and others. The program also includes provisions for improved social security benefits. Core Sanitation Workers (CSWs) receive vital skill development training, enabling them to deliver better services while prioritizing their own health. Additionally, sanitation workers are offered counseling and financial assistance to facilitate their transition to alternative employment opportunities.
