On 31st August 2025 Local Self Government Day, Odisha Chief Minister Mohan Charan Majhi announced the establishment of new 16 NAC (Notified area councils) and the elevation of 7 existing NACs to municipalities.

The government will allocate sufficient funds to facilitate the necessary repairs, maintenance, and new construction projects, he assured.

- Sohela in Bargarh district,
- Badamba, Narasinghpur, Salipur: Cuttack District
- Gandia: Dhenkanal
- Jagannath Prasad, Patrapur: Ganjam
- Chandikhol: Jajpur
- Narla, Jaipatna: Kalahandi
- Tangi: Khordha
- Borigumma: Koraput
- Kaptipada, Jashipur, and Rasgovindpur: Mayurbhanja
The NACs of Bhanjanagar, Aska, Chhatrapur, Kabisuryanagar, and Polasara in Ganjam district, Karanjia NAC in Mayurbhanj, and Boudh NAC will be upgraded to municipalities, he stated.
Proposed 12 NAC of Odisha
The Housing and Urban Development Department of the Odisha government has recently released a draft notification for the establishment of 12 new Notified Area Councils across seven districts in Odisha.
The proposed NACs include
- Pallahara in Angul district
- Birmaharajpur in Subarnapur district
- Simulia, and Basta in Balasore district
- Betnoti, Bangiriposi, and Chitrada in Mayurbhanj district
- Bissam Cuttack in Rayagada district
- Bamra and Rengali in Sambalpur district
- Tihidi and Dhusuri in Bhadrak district.
Additionally, the government had previously announced the elevation of Puri Municipality to a municipal corporation.
In total, 28 new NACs, 7 municipalities, and 1municipal corporation will be established in the state. These new ULBs will provide essential services such as water supply, street lighting, electricity, roads, parks, and amusement centers, Majhi stated.
